Take another look at the sentence:

Tonia kicked the back of Vincent’s desk, __________, and poked his arm with her sharp pencil, but he would not bend to the side so that she could get a glimpse of his quiz answers.

The blank needs to begin with a simple past tense verb. You chose blowing on his neck, which is a gerund phrase and thus causes a parallelism error.
