Here is the passage again:

Marcus has no consideration for the ecosystem rich with life in his backyard.  When he cuts the lawn, he slows for nothing. As toads, lizards, and insects jump to the sanctuary of bushes to avoid the deadly mower blades.

The third part is a subordinate clause fragment. Although it has a subjecttoads, lizards, and insects—and a verb, jump, the subordinate conjunction as keeps it from being a complete thought.
